Why a register

Agents arrive one at a time. Together they become hard to govern.

Adopted by different teams for different reasons, agents accumulate, and governing them becomes a job in itself: who owns what, where authority stops and how quality is checked gets harder to answer with each new arrival. The register is how the operation keeps up: every agent, its classification, its owner, its limits and its evidence, on one page the whole operation can see. Most of its value appears the first time you fill it in.

Empty owner boxes, empty never-allowed boxes and empty retirement conditions are not gaps in the form. They are the current state of agent governance in your operation, made visible.

What belongs on it

Four primary agent roles are in scope.

An AI system belongs on the register when it has a defined role in performing, coordinating or advancing operational work. This applies whether it acts independently or operates through human review and approval gates.

Workflow agentOwns one step or segment of a defined workflow. Its output or action advances the process to the next stage.

End-to-end agentHandles a whole task or operational outcome from initiation to completion, interacting with customers, suppliers or systems. It may act independently or pause at defined points for human approval.

Ambient agentOperates within a shared environment, such as a team channel or workspace, and responds to multiple people, events or operational needs rather than serving one named user.

OrchestratorCoordinates agents, tools or workflow stages. It determines what runs, in what order, how work is routed and where exceptions go.

Not normally on the register: individual AI assistants used within a person’s own work, where the AI has no separately defined operational role, authority, workflow responsibility or shared service function. The person remains responsible for performing the task and uses the AI as a tool within it.

Sub-agents do not need separate entries when they operate entirely within the registered parent agent’s control boundary. Where a sub-agent has distinct authority, system access, ownership or operational responsibility, it should be registered separately.

The test for a borderline case: if the AI has a defined operational role, workflow responsibility, delegated authority or shared service function, it belongs on the register, whether or not a person reviews or approves its work. The role counts whether it was formally assigned or has come to exist in practice.

What the register holds

Six sections. Every column surfaces a finding.

IdentityClassification, function, scope (single function or shared), what it does, the workflow it sits in, what it is built on and the IT record it links to.

OwnershipOne named owner who answers for the agent, and its day-to-day supervisor.

AuthorityWhat it acts on alone, what needs a person's approval and what it is never allowed to do.

QualityHow output quality is checked, by whom, how often, and where it sends what it cannot handle.

ReviewThe review cadence and the small set of measures actually watched.

LifecycleStatus, live date and the retirement condition, written before you need it, with the holder of the off switch.
